A Cape Girardeau man has been charged with felony stealing after a car parked on North Spanish Street was reported stolen to police early Friday morning. Cpl. Al Spencer of the Cape Girardeau Police Department said Cedric John Lucious, 22, 1012 W. End Blvd., was arrested and charged with stealing a motor vehicle. Spencer said Lucious was still in custody at the city jail Friday afternoon and would soon be transferred to the Cape Girardeau County Jail.
