An ordinance amending amending Schedule C of Section 26-121 of the City Code by repealing a stop sign on Main Street at its intersection with Roberts Street. (Traffic counts, traffic patterns, site distances and accident history has led the city to the conclusion a stop sign at this location is not needed.)
An ordinance amending Schedule C of Section 26-121 of the City Code by placing stop signs on Main Street at its intersection with Independence Street. (Limited sight distances and its location in the downtown business district justifies a stop sign at this location.)
An ordinance amending establishing the boundaries of Trunk Sewer District No. 18.
An ordinance amending amending the boundaries of Lateral Sewer District No. 14-1-F-7, a subdivision of Trunk Sewer District No. 14-1-F, as established by Ordinance No. 2221.
An ordinance amending authorizing the mayor to execute a general warranty deed to return a portion of right of way acquired for the Perryville Road improvement project.
An ordinance amending repealing Section 16-33 of the City Code relating to the Motorcycles Safety Trust Fund. (The city code requires the municipal court to assess additional court costs against any person convicted of violating an ordinance of the city as an operator of a motorcycle. On July 11, Gov. Bob Holden signed a bill that repealed the authorization for municipalities to assess those court costs for the Motorcycles Safety Trust Fund.)
An ordinance amending authorizing and directing the issuance, sale and delivery of $3,200,000 principal amount of special obligation refunding and improvement bonds, series 2002; and approving certain documents and authorizing certain other actions in connection therewith. (This ordinance would authorize the refinancing of its outstanding 1993 Leasehold Revenue bonds and its outstanding 1994 certificates of participation. It would also give authorization for the city to issue bonds to allow the remaining Transportation Trust Fund I projects to be completed in a timely manner and to fund the costs of two development agreements with DSW Development Company.)
Resolutions A resolution authorizing the city manager to execute a grant agreement and all necessary grant documents with the Federal Aviation Administration. (This resolution would go toward reconstucting the taxiway/ram surrounding 18 T-Hangers on the north side of the airport as well as a taxiway spur, which would allow for a set of 10 T-hangers in the future. The FAA will fund 90 percent of $614,109.47. However, it has determined two items of the project ineligible, which means it is unwilling to participate in $27,098 of the projected costs. The city must determine whether to cut $27,098 from the project or to fund this amount through funds available from another budgeted airport project.)
A resolution authorizing the city manager to execute an Airport Utility Contract with Dutch Enterprises Inc.
A resolution authorizing the city manager to execute a Vehicle Lockout Service Agreement with Sperling's Garage and Wrecker Service. (The bid is in the amount of $22. Currently, the city has a lockout contract with Seabauh's Auto Repair for $22.50.)
A resolution authorizing the city manager to execute an Engineering Agreement with Boone Consulting for lagoon closure planning and design services. (Part of the overall Cape LaCroix Flood Control Project, the closure is necessary because it is possible that the floodwaters of the detention basin could overflow into these lagoons.)
A resolution authorizing the refunding of certain outstanding obligations of the Cape Girardeau (Missouri) Public Facilities Authority, authorizing and approving certain documents in connection with the refunding; and authorizing certain other actions in connection with the refunding. (This resolution authorizes the city to redeem the bonds that can be retired a the result of the issuance of the aforementioned special obligation bonds (the last of the new ordinances). It also authorizes the early retirement of othe $450,000 in general obligation bonds due Nov. 1, 2004.)
Liquor Licenses
Conditional approval of a retail liquor by the drink license for Rocky J. Brown d/b/a Rock's Basic Bar, 2100 Big Bend Road, Rocky J. Brown, managing officer.
Approval of a temporary 5 percent beer-by-the-drink license for the City of Roses Music Heritage Association for an event to be held in Riverfront Park in downtown Cape Girardeau Sept. 27 and 28.
