First readings:* Changing the zoning of a tract in the of land in the 2500 block of Boutin Drive from R-1 single family residential to C-3, central business district. First reading.* Granting a special use permit for an addition to the existing church and for additional parking at 2441 Jean Ann Drive in an R-1 single family residential district. * Repealed an ordinance relating to the hours of operation of barber shops and beauty parlors.* Adopting the annual budget for the fiscal year beginning July 1, 1997.* Vacating the city's interest in an easement for sanitary sewers in College Park Addition.* Accepting sewer, utility and storm-drainage easement from Helen Trickey and Ruth H. Withers, by W. Reading and passage:* Authorized the city manager to execute a contract with Systems Consultants, Inc., for a designated computer system.* Authorized the city manager to execute an airport lease with Premier Express, Inc., for a tract of land at the Cape Girardeau Regional Airport.

Other:* Approved improvement plans for streets, storm and sanitary sewers, to serve Ashland Court Subdivision, Phase II.* Rejected request for modification of the Randol Farms Eleventh Subdivision Plans.* Accepted the improvements to the City Hall chiller and authorizing final payment to Dutch Enterprises.* Discussion regarding proposed annexation policy postponed until July 7.
