Public hearings
- No one appeared for the public hearing regarding the proposed 2008-2013 Capital Improvements Program for the City of Cape Girardeau.
Consent ordinances
- Authorized the mayor to execute a general warranty deed to Vernon E. Rhodes Family Partners, LP and Rhodes Development Company, LLC for the reconfiguration of Kingsway Drive.
- Accepted a general warranty deed from Vernon E. Rhodes Family Partners, LP and Rhodes Development Company, LLC for the reconfiguration of Kingsway Drive.
- Repealed certain no-parking areas on Morgan Oak Street and establishing new no-parking areas on Morgan Oak Street.
New ordinances
- Annexed land on the request of Riverwest Partners, LC, Walden Park Village, LLC, A. G. Jones Properties, LLC and Quantus Development, LLC.
- Approved the record plat of Lots 13 and 14 of Deevers Farm, Phase I.
- Approved the record plat the record plat of Katie's Second Subdivision.
- Approved the record plat of Boulder Crest Estates.
- Accepted fee simple interest, permanent easements and temporary construction easements from various property owners for the improvement of Independence Street between Pacific Street and Kingshighway.
- Amended the city code relating to licenses and permits.

Resolutions
- Authorized the city manager to execute an extended warranty agreement with Synergy Broadcast Systems for Channel 5 equipment.
- Authorized the city manager to execute an agreement with Alliance Benefit Group for actuarial services.
Appointment
- Reappointed Dan Little to the Board of Adjustments until March 6, 2013.
Liquor licenses
- Approved a retail liquor by the drink license for Hardco, LLC, d/b/a Brothers Lounge, 2023 Independence St., Shannon Hardy, managing officer.
- Approved a temporary 5 percent beer by the drink liquor license for Larry Essner, d/b/a Community Counseling Center Foundation for an event to be held April 18 at Deerfield Lodge.
- Declared an emergency and appropriated $700,000 for operating and capital expenditures in response to the Feb. 11 and 12 ice storm, from the Emergency Reserve Fund for the fiscal year ending June 30, 2008.
