Public Hearing

-- A public hearing regarding the request of Six Sisters Inc. to rezone 1641 Kingsway Drive and part of Lot 3, Six Sisters Subdivision from R-1 to C-2 general commercial.

-- A public hearing regarding the request of Lynwood Baptist Church for a special-use permit for a church site on property in the 2000 block of Cape LaCroix Road in an R-1 district.

-- A public hearing regarding the request of LaCroix United Methodist Church for a special-use permit for an addition to the church facilities at 3102 Lexington Ave. in an R-1 district.

-- A public hearing regarding the request of Southeast Missouri Hospital Association for a special-use permit for marketing office facilities at 413 Louisiana Ave. in an R-3 district.

-- A public hearing to consider vacating the city's interest in a street easement originally planned to be used for constructing a cul-de-sac at the end of Rusmar Street.

-- A public hearing regarding the property tax rates proposed to be set by the city of Cape Girardeau for the fiscal year ending June 30, 1997 and the real property tax rate proposed for Special Business District No. 2 by the City Council for the same fiscal year.

-- A public hearing regarding a proposed exemption of 100 percent of ad valorem property taxes otherwise imposed on subsequent improvements to real property in the Enterprise Zone for 10 years following the date such improvements are assessed. This applies to use of the property by a company engaged in the provision of life insurance, accident and health insurance, medical service plans, fire, marine and casualty insurance, standard classification codes SIC 631, 632 and 633.

Consent Ordinances

-- Amend the city code by repealing the speed limit on a portion of Lacey Street and establishing a new speed limit.

-- Annex land to the city upon the request of Lynwood Baptist Church.

-- Amend the boundaries of Ward 4 to include property of Lynwood Baptist Church.

-- Accept permanent easements and temporary construction easements for the Phase II facility plan for sanitary sewer improvement program.

-- Accept a general warranty deed from Robert H. and Mary J. Irlbeck for the Cape LaCroix Creek/Walker Branch flood control project.

-- Authorizing the city manager to execute a utility agreement with the Missouri Highway and Transportation Commission for Route 74 at Silver Springs Road.

-- Accept a general warranty deed from Stephen E. and Patricia F. Strom, trustees, for a stormwater retention basin serving Northfield Subdivisions 15, 16 and 17 and remaining lots extending south to Lexington.

New Ordinances

-- Amend Chapter 30 of the code or ordinances by changing the zoning of 1641 Kingsway Drive to C-2.

-- Grant a special-use permit to Lynwood Baptist Church for constructing, building and operating a church in the 2000 block of Cape LaCroix Road.

-- Grant a special-use permit to LaCroix United Methodist Church for construction, maintaining and operating a church at 3102 Lexington.

-- Grant a special-use permit to Southeast Missouri Hospital Association for constructing, maintaining and operating marketing office facilities at 413 Louisiana.

-- Vacate the city's interest in a portion of street easement for a cul-de-sac at the end of Rusmar Avenue.

-- Approve the record plat of Engram Farms Third Subdivision.

Resolutions

-- Authorize the city manager to execute an agreement with the Cape Girardeau Redevelopment Corp.

-- Authorize the city manager to execute an agreement with Missouri Petroleum Products Co. for the 1995 slurry seal program on various streets.

-- Amend the established ad valorem tax exemption in the Cape Girardeau Enterprise Zone.

Liquor License

-- Conditional approval of a retail liquor-by-the-drink license for Willie Charles Hammonds, d/b/a Strictly Business, 627 Good Hope.

-- Approval of four temporary 3.2 percent non-intoxicating beer-by-the-drink licenses for Fred Higdon, d/b/a SEMO District Fair Association for Sept. 9-14.

Other

-- Discussion regarding a fireworks ordinance.

-- Discussion regarding water plant expansion.

-- A motion rejecting the bid submitted July 18 for the demolition of the raw water intake superstructure and reconstruction at a higher location and rebidding the project as modified.

-- Accept improvement plan for Shirley Drive and Lambert Drive contingent on receipt of acceptable plans and required fees.

-- Accept improvements to the A.C. Brase Arena Building roof and authorize final payment to Western Waterproofing Co. Inc. for the work.
