The Cape Girardeau City Council approved Tuesday a first reading of an ordinance granting a special-use permit to two Fredericktown, Mo., residents moving to the city who want to create a music and film venue at 260 N. Middle St.
Tim and Kerry Smith, present at the meeting at city hall, plan to call the business The Parlor and offer coffee, beer and wine. Kerry Smith said they'd like to offer live music inside the establishment once per week and show movies other nights.
They plan to be open from 7 to 10 p.m. Sunday through Thursday and from 7 to midnight Friday and Saturday nights. All the music would be indoors, Kerry Smith said, and the neighborhood shouldn't be concerned about noise. Many of the live acts would be playing acoustic music.
The council approved an amendment to the permit allowing the establishment to hold 10 live shows per month. The permit originally said the establishment could host musical acts seven nights a week.
The couple would live in the second floor of the residence and operate a screen printing business out of the basement.
