Some figures from President Bush's fiscal 2003 budget, which he sends Congress today, obtained by The Associated Press. Fiscal 2003 begins next Oct. 1:
2002: Proposed spending $2.05 trillion, $106 billion deficit.
2003: Proposed spending $2.12 trillion, $80 billion deficit.
2004: Proposed spending $2.19 trillion, $14 billion deficit.
2005: Proposed spending $2.28 trillion, $61 billion surplus.

Spending for domestic security against terrorism: $37.7 billion in 2003, compared to $19.5 billion in 2002, with big increases proposed to help local police and firefighters, to counter bioterrorism, to upgrade aviation security and to boost border security.
------BUDGET MILESTONES:
1917: First year federal budget topped $1 billion.
1962: First year federal budget topped $100 billion.
1987: First year federal budget topped $1 trillion.
2002: First year federal budget projected to top $2 trillion.
