Jim Blakemore, one of the four candidates who filed for the Ward 2 Cape Girardeau City Council seat available in the 2010 elections, will not be on the Feb. 2 primary ballot, city clerk Gayle Conrad said Monday. Blakemore's nominating petition did not have enough signatures from registered voters to qualify, she said. Candidates needed 50 signatures from registered voters and, although Blakemore had more than 50 signatures, not all were registered voters. The decision means that voters in the ward will choose from three candidates -- Don Howard, Meg Davis and Stafford Moore -- in February, and the two top vote-getters will vie to win the seat in the April 6 election.
