The Association for Retarded Citizens strives to provide services to mentally retarded, developmentally disabled and physically handicapped people and their families.
The agency also provides an avenue for shelter, employment and financial counseling for people with retardation through cultural depravation.
Among the programs provided by the agency are respite care, adult basic education, equipment purchases for low-income families, training and recreation.
The ARC is providing new programming for semi-independent apartments for the mentally retarded and handicapped populations. Three apartment complexes are constructed, including one in Cape Girardeau with 20 apartments and one in Jackson with 15 apartments.
