Associate circuit judge bolsters campaign funds

Scott County Associate Circuit Judge David Mann's campaign raised over $7,000 more than his opponent during July, according to the Missouri Ethics Commission.

The majority of that money, however, came from the candidate himself.

Mann, an incumbent with 27 years experience as judge, faces political newcomer Scott Horman of Chaffee, Mo., in the Aug. 8 primary for the Democratic Party.

Mann hasn't faced a challenge to his seat since 1980.

Overall, Mann's campaign took in $9,400 during the period from July 1 to 27, with $8,000 of that money coming from Mann. Over the course of the campaign Mann has put in more than $21,000 of his own money out of the $24,252.48 his campaign raised overall.

During the same time period in July, Horman raised $2,070 along with a $5,000 loan from himself to his campaign.

With more money, the Mann campaign also spent more during the July reporting period -- nearly $14,000 to Horman's roughly $6,100.

All of Mann's expenditures and most of Horman's were spent on advertising and media production. However, Horman's campaign also spent $300 for a registered voter list from the Scott County clerk's office.

Democrats narrowed the fund-raising gap with Republicans in two area legislative races during July, according to reports filed this week with the Missouri Ethics Commission.

In the contest for the open 161st District seat, Steve Hodges of East Prairie raised almost twice as much as Republican Gary Branum of New Madrid. From July 1 to July 27, Hodges collected $8,825 to $4,625 for Branum. Democratic committees and union PACs provided the bulk of the money raised by Hodges, accounting for $5,850 of his donations. Branum received the bulk of his donations from farmers and Republican PACs, and candidates.

Spending by the Hodges campaign was almost seven times that of Branum, leaving him with less than 10 percent of the cash the Republican had on hand at the end of the reporting period.

Hodges spent $6,450 for a poll of the district, which covers eastern Scott County including Scott City as well as New Madrid, Mississippi and part of Stoddard counties.

Branum spent only $1,884 during the reporting period. He had $20,279 in the bank, compared to $1,838 for Hodges.

In the 159th District, where candidates are staging a rematch of the 2004 race, former Dexter football coach Boyce Wooley raised almost seven times as much as incumbent Republican Billy Pat Wright of Dexter.

Wooley defeated Wright in Stoddard County in 2004, but lost the contest in southwestern Cape Girardeau County.

From July 1 to July 27, Wooley collected $15,674 in cash and in-kind contributions. After spending $7,806, Wooley had $6,928 in the bank.

Wright raised $2,370 during the same period and spent only $589. Wright maintained a much larger cash reserve, with $16,021 in the bank. Wright's funding came mostly from donations by fellow Republican lawmakers and PACs.

The bulk of Wooley's donations -- $9,365 -- came from donors giving $100 or less.

The most lopsided advantage in the area, however, was in the 156th District, where Republican Speaker of the House Rod Jetton of Marble Hill has $30,420 banked to fend off challenger Michael Winder of Marquand, Mo., who had a $686 bank account.

Over the month of July, numerous lobbying groups lined up for Jetton to provide him most of the $12,075 he raised. Winder was able to garner only $1,825 in contributions during the period.
