PERKS, Ill. -- A weekend accident took the life of an Anna, Ill., man and left a Cobden, Ill., woman in serious condition. Phillip "Colter" Frey, 20, suffered fatal injuries when the 1991 Ford Explorer he was driving overturned at about 8:30 p.m. Saturday on County Road 936 in Pulaski County. According to the Illinois State Police, Frey was not wearing a seat belt. Cobden resident Hayley Anderson, 22, sustained major injuries and was taken to the Union County Hospital in Anna. Another passenger, Samual T. Estes, 22, of Anna, was wearing a seat belt and received minor injuries. Police said Frey was traveling northbound on County Road 926 when he served off the left side of the roadway, drove back on and crossed both lanes of traffic. The vehicle left the roadway to the right, overturned and struck several trees. The accident occurred one-tenth of a mile north of Perks Road. Funeral arrangements for Frey are incomplete at the Lutz and Rendleman Funeral Home in Anna.
