Gov. George H. Ryan issued an executive order last week to create the special council for the 16 lower counties in the state.

The Council will be helpful in developing a coordinated and comprehensive economic program for the region. The executive order allows Illinois to participate in the Delta Regional Authority which was established in the Lower Mississippi River Region. The new 21-member committee is chaired by Ryan's deputy chief of staff for Southern Illinois, Robert Winchester.

Counties included in the new council include Union, Alexander, Pulaski, Massac, Williamson and Johnson.
