The Jackson Police Department released the following items. Arrests do not imply guilt.

Arrests

* Christopher A. Messmer, 28, of Cape Girardeau was arrested on suspicion of operating a motor vehicle while operator's license suspended, attempt to manufacture methamphetamine and felony possession of drug paraphernalia.

* Jessica M. Rickmar, 20, 405 Kies Ave., was arrested on a Ste. Genevieve County warrant.

Summonses

* Kimberly D. Scheffer, 46, 2377 County Road 436, was issued a summons for a stop-sign violation.

* Dustin E. Grissom, 29, of Cape Girardeau was issued summonses for failure to register a motor vehicle, failure to use turn signal and failure to maintain proof of insurance.

* Sarah L. Hopkins, 27, of Dexter, Missouri, was issued a summons for a seat-belt violation.

* Chenicia S. Aldridge, 26, of Cape Girardeau was issued a summons for no insurance.

* Todd R. Wasilewsi, 41, 2452 Litz Blvd., was issued a summons for displaying the plates of another.

* Anthony F. Houska, 26, of Arnold, Missouri, was issued a summons for failure to register a motor vehicle.

* Tamara L. Lehman, 50, 290 Whetstone Way, was issued a summons for failure to register a motor vehicle.

* Samantha A. Mauk, 24, 138 County Road 541, was issued a summons for failure to register a motor vehicle.

* Jacob T. Guinn, 23, of Fredericktown, Missouri, was issued a summons for a seat-belt violation and speed.

* Lisa A. Licare, 50, 652 Abbie Court, was issued a summons for a seat-belt violation.

* Ival D. Stinnett Jr., 18, 1519 County Road 605, was issued summonses for a seat-belt violation and a stop-sign violation.

Miscellaneous

* Keep the peace was requested in the 500 block of North Union Avenue.

* Peace disturbance was reported in the 300 block of Elmwood Boulevard.
