HOUSE ACTION – THIRD READ & PASSED
HB 1631 – Requires a person to submit a specified form of photo identification in order to vote in a public election with specified exemptions. Satisfactory forms of ID include a non-expired Missouri driver’s license or non-expired Missouri non-driver’s license, a photo ID issued by the US or the state of Missouri, or any non-expired armed services photo ID. A provisional ballot may be cast in the absence of proper photo ID, but voter must return within 3 days after the election to provide a specified ID. One form of personal ID shall be provided by the state at no cost to the qualified voter who does not already possess such ID. Provisions become effective only upon the passage and approval of a constitutional amendment.
HJR 53 – Requires voter approval of a constitutional amendment requiring voters to identify themselves as a US citizen and Missouri resident by providing a valid government-issued photo ID.

HB 1610 – Technical language fix in statute. Committee hearing scheduled 1/26/16.
HB 1611 – Requires the Department of Elementary and Secondary Education to develop a recognition program for local school districts that establish an academic and career counseling program in cooperation with parents and the local community that is in the best interests of and meets the needs of students in the community. Committee hearing scheduled 1/25/16.
HB 1613 – Requires school district to develop a system for identifying students in the 9th grade who are at risk of not being ready for college-level work or entry-level career positions. Also recognizes school districts whose counselors help students during their 7th grade year to develop personal plans of study in cooperation with the student’s parent or guardian. Committee hearing scheduled 1/25/16.
HB 1646 – Establishes the “Missouri Civics Education Initiative” - a requirement for high school students to pass an examination over American civics, similar to the United States Citizenship and Immigration Service test, prior to graduation. Committee hearing scheduled 1/25/16.
