Dec. 31, 1936 Southeast Missourian, Show Me Edition
One of the features that has marked development of the Cape Rock Drive, also known as the Outer Drive, is Dennis Scivally Park. Purchased and developed by the Cape Special Road District, it quickly sprang into popularity as a place for family gatherings and picnics on warm summer evenings. Fitted up by the road district, it has ample facilities. It gets its name from the chief engineer of the road district, Dennis Scivally. (G.D. Fronabarger photo)
A Dec. 18, 2019 Southeast Missourian story notes the Cape Special Road District was formed in 1912 and services a 98-mile area of roadways, including 9 miles of roads within city limits and 32 bridges on the national bridge inventory. The district is solely funded by Proposition 1, which passed in 2006 and raised the sales tax in Cape Girardeau County by one-half of 1 percent. Revenue generated by the tax is split among the district, the Cape Girardeau County Sheriff’s Department and the Cape Girardeau County Road and Bridge Department.
