BILLINGS, Mont. -- Montana Gov. Brian Schweitzer blocked the impending slaughter of hundreds of Yellowstone National Park bison Tuesday in a surprise move intended to spark an overhaul of how the federal government deals with the iconic but disease-plagued animals.
