MoDOT appropriations

Does it really surprise anyone that MoDOT is having financial problems and fallen on hard times?

In 2008, shortly after moving back to Missouri, I contacted MoDOT, questioning the necessity and expense of installing those "emergency reference markers" every two-10ths of a mile on the interstates.

In response, I received a full page email from a MoDOT customer service representative outlining the virtues of this project.

In the interest of brevity, I'll mention just one of MoDOT's defenses:

Quoting: Some "individuals have no idea of where they are, what direction they are traveling and, as unbelievable as it may sound, what route they are traveling on."

To be perfectly honest, do we really want to be sharing the road with these drivers?

I understand this project was funded by (again quoting) "a combination of state and federal safety funds," but couldn't this money have been appropriated more diligently?
