Former DA believes Cosby can't be prosecuted

NORRISTOWN, Pa. -- The former district attorney who declined to arrest Bill Cosby on sex-crime charges a decade ago testified Tuesday he believes his decision shields the comedian from ever being prosecuted in the case.
