Lawmakers' bills raise questions about conflicts

JEFFERSON CITY, Mo. -- During Missouri's legislative session, a landlord worked to change rental policy, farmers pushed agricultural legislation and a grocery association official pushed a bill that would prevent communities from banning environmentally costly plastic bags.
