Opponent of Cape Girardeau's peripheral zoning request sets up Monday public meeting

Peripheral zoning opponent Jim Goggin said his father was a horse dealer who always told him it was only a good deal if it benefits both parties. Goggin said he doesn't see how peripheral zoning around Cape Girardeau will benefit him and other property owners in the zone, and he is holding a public meeting Monday about the proposal.
