The victims were identified by the Alexander County, Ill., State's Attorney's office as Beatrice Barber, 29, of Cairo, and Eva Hill, 27, of Charleston, Mo., a news release from the state police said.

Why would the victims be identified by the States Attorney instead of by the Alexander County Coroner who by all rights should be in charge of the investigation?

Has there been a shift is legal authority?
