That's according to a report from the Washington-based National Alliance for Public Charter Schools.
The pro-charter school group says that Kansas City ranks fourth, with 29 percent of its public school children enrolled in charters operating inside the boundaries of the Kansas City School District.
St. Louis ranks sixth with 25 percent of its public school children attending charters.
Charter schools are publicly funded and exempt from many rules and regulations, which advocates say encourages educational innovation.
