Public hearings

* Held public hearing regarding the water rate effects resulting from the issuance of $1 million in bonds through the Missouri Drinking Water State Revolving Loan Program using America Recovery and Reinvestment Grant revenue to the state of Missouri.

Consent ordinances

* Approved an ordinance vacating the city's interest in a water-line easement on property owned by Midamerica Hotels west of Cape Girardeau County Park North and east of Limbaugh Lane.

* Approved an ordinance amending Chapter 30 of the code of ordinances by changing the zoning of Lot 1, part of Lot 2 and part of lot 3 of Kensington Place Phase One, and part of the Northwest Quarter of Section 27, Township 31 North, Range 13 East, in the city and county of Cape Girardeau, from R-1 to C-2.

* Approved an ordinance annexing 49.71 acres of land along LaSalle Avenue upon the request of Norwald Inc.

* Approved an ordinance annexing 58.38 acres of land along LaSalle Avenue upon the request of Meyr Properties LP.

* Approved an ordinance amending the boundaries of wards 4 and 6 to include annexed properties.

* Approved an ordinance approving the record plat of Brinkopf Subdivision at 915 Minnesota Ave.

* Approved an ordinance amending Section 26-246 of the city code, regarding parking near signalized intersections, to restore the 30-foot no parking restrictions near stop signs.

New ordinances

* Approved an ordinance appropriating $2.28 million for capital and operating expenditures for the Solid Waste Fund for the fiscal year ending June 30, 2010.

* Approved an ordinance amending Schedule F of Section 26-247 of the city code, by establishing a no parking zone on the east side of Meadowbrook Lane for 142 feet south from Larry Lane,

* Approved an ordinance authorizing the city manager to execute an agreement with the Missouri Highways and Transportation Commission for accepting a $126,000 grant for promotion of scheduled air service at the Cape Girardeau Regional Airport.

* Approved an ordinance authorizing the city manager to execute an agreement providing $167,000 to support control tower operations with the Missouri Highways and Transportation Commission, at the Cape Girardeau Regional Airport.

* Approved an ordinance enacting a new Section 26-234 and a new Schedule B of the city code pertaining to school speed zones.

* Approved an ordinance approving the record plat of Boulder Crest Estates southeast of County Park South.

* Approved a resolution authorizing the city manager to execute an escrow agreement with A.J.E. Homes LLC and Montgomery Bank, for Boulder Crest Estates.

* Approved a motion approving the improvement plans for streets, storm sewers, sanitary sewers and a water main extension to serve Boulder Crest Estates Subdivision.

Resolutions

* Approved a resolution authorizing the city manager to execute a services agreement with Alberici Constructors Inc. for project management of the Osage Community Centre, Family Aquatic Center and Shawnee Park Sports Complex projects.

Liquor licenses

* Granted conditional approval of a retail liquor by-the-drink and Sunday sales liquor license for Jessup Community Developments LLC d/b/a The Venue, 80 S. Plaza Way, Cheryl Jummie Ready, managing officer.

* Granted conditional approval of a retail liquor by-the-drink license for Betty and Larry Hendrickson, d/b/a Whiskey River, 1444 Independence St., Betty and Larry Hendrickson, managing officers.

* Approved an original package liquor and Sunday sales liquor license for Tamara Zellars Buck, d/b/a B&H Convenience, 1021 Bloomfield St., Tamara Buck, managing officer.

* Approved a change in managing officer for a retail liquor by the drink and Sunday sales liquor license for Applebee's Restaurants West, LLC, d/b/a Applebee's Neighborhood Grill and Bar, 202 S. Broadview St., Steven Longenecker, managing officer.

Other

* Approved a motion accepting the storm drainage improvements completed under the Themis and Whitener Drainage Improvement Project, and authorizing final payment to Fronabarger Concreters Inc.
