Leibrecht, who has been serving Sacred Heart Catholic Church in Florissant, Mo., has been named bishop of the Springfield-Cape Girardeau Diocese; Leibrecht, 54, replaces Bishop Bernard F. Law, who was named archbishop of Boston in March. A 19-year-old rural Jackson man damages the front of the 7-Eleven Store at Independence Street and West End Boulevard; after striking the building, the driver backs the car away from the building and leaves, reporting the accident to the sheriff's office in Jackson 45 minutes later. 50 years ago: Oct. 23, 1959 The city of Cape Girardeau is prepared to issue a building permit for a gasoline service station on West End Boulevard, after Circuit Judge Marshall Craig this week issued a peremptory writ of mandamus ordering it to be written; the city had earlier refused to issue the permit when residents of the area declined to give their permission for construction. CHAFFEE, Mo. -- A strong wind blows off a section of roof from the elementary school here, and a driving rain hits Chaffee around 3:30 p.m. 75 years ago: Oct. 23, 1934 Within a few days half a million cans of beef and soup will have been prepared at the government beef cannery on West End Boulevard; up to Oct. 19, 4,311 head of cattle had been slaughtered for the plant. Plans for the establishment of a camp ground, leading ultimately to the construction of a clubhouse for Boy Scouts and Cubs, were started last night at a "hot dog" supper attended by 15 Cape Girardeau men at the home of A.F. Lindsay; the plan is to establish such a camp inside the city limits. 100 years ago: Oct. 23, 1909 Cape Girardeau is visited by another earthquake at 1:15 a.m.; those who are awake at the time say it is more severe than the shocks of a few weeks ago; the movement of the earth appears to be undulating, and is accompanied by a deep, loud rumbling. Chairman Edward F. Regenhardt has assembled a strong body guard for President Taft when he visits Cape Girardeau Tuesday; 15 area sheriffs will ride behind Taft's automobiles on strong mounts and will see that no one gets close enough to do him harm. -- Sharon K.
