Jackson's comprehensive plan includes options for improving traffic flow on U.S. 61Thursday, July 2, 2009The draft of the Jackson comprehensive city plan includes three proposals for solving traffic-flow problems in the S-bend of U.S. 61 in uptown Jackson. About 25 people attended a community workshop Tuesday evening at Jackson City Hall to provide input on the city's comprehensive plan update. The update will establish a 10-year vision for Jackson. Building and planning superintendent Janet Sanders said the development of the plan began in December. In the past seven months, residents have been able to attend meetings to provide their input. "It is very important that everyone be engaged and see that their ideas are give consideration," said Dan Gardner, principal associate with Illinois consulting firm Houseal Lavigne Associates. Sanders said Option C is the preferred choice for solving traffic problems on U.S. 61. It is based on the 2003 suggestion of a traffic engineer and involves creating a turn lane within the existing right of way and building a roundabout. In response to a resident's question, Sanders said the option also calls for a stoplight at Main and Hope streets. Options A and B involve splitting northbound and southbound traffic and sending them along different routes. Sanders said Perryville has a roundabout that has worked well. Gardner said studies have shown that roundabouts reduce pedestrian fatalities by creating a softer turn for drivers, giving them a wider range of sight as they turn. "If it's done well, roundabouts can be very functional and be great assets. If not done well, they can be a disaster," Gardner said. Gardner briefly reviewed recommendations for the construction of new parks, a trail system that connects with trails throughout the region, the creation of a new community center and the establishment of a new fire station. Gardner recommended establishing a boundary agreement with Cape Girardeau to avoid any potential disagreements over land use and development. Residents had questions about various aspects of the plan, including recommendations on land use for industrial purposes, suggestions for future commercial development and possible annexations. Residents can review the draft plans and leave comments on the project website. Houseal Lavigne Associates will return after several months to present a final version of the plan. "I think it went very well, and I was glad that the audience was not a bit shy in asking questions," Mayor Barbara Lohr said after the meeting. From CA to NY, I personally have never seen a roundabout that didn't suck out loud. And how much of this is going to be accomplished w/out jacking up taxes and fees?
Perryville has 2 roundabouts 1 is at hwy 61 and main st. At first it was too small and truck traffic went slooooow and it stunk. Now it is larger and it works great,much faster than a stoplight.
It'll have to be sizable for sure. It'll have to close for Homecomers.
Jackson needs to just go ahead and acquire the land to bypass "uptown Jackson", to totally reroute traffic through town.
Bypassing uptown completely would actually help the businesses located there. As it is now, people avoid the area because of the traffic.
Jackson definitely needs to do something but I wish they would look for cures instead of band aids.
At least Jackson is using the approach of READY..AIM..FIRE. With Cape's officials led by the great pontificator (Jay) their approach is READY..FIRE..AIM. Only about nine months left in the mayor's term. But, if rumor is correct I just heard last Monday that a former city councilman will be throwing his hat into the ring. Please..no more. We don't need more rubber stamping city officials. We need real leaders and not just followers.
