Arrests * Mark A. Brand, 19, 1543 N. Spanish St., was arrested on two Cape Girardeau warrants for failure to appear for fireworks safety and possession of controlled substance and a parole violation warrant. * Dejuan I. McClung, 21, 508 Cape Meadows Circle, unit 27, was arrested on two Cape Girardeau warrants for contempt of court for failure to pay fines for speeding and seat-belt violation. * Tristen D. Lipps, 21, 523 Cape Meadows Circle, was arrested on suspicion of hindering prosecution. * Roland D. Davis, 36, 318 Mill St., was arrested on suspicion of possession of a controlled substance. * A 16-year-old girl was cited into juvenile court on suspicion of attempted escape from confinement and property damage. * Rickey O.
