Mo. House Dems announce plan for providing health insuranceSaturday, November 3, 2007Declaring that Missouri must craft a plan to provide affordable health insurance to every resident, Democratic leaders of the state House of Representatives outlined a plan Friday they said will help achieve that goal. The first step, the Democrats said at a news conference in Scott City, is to reinstate coverage for 180,000 Missourians cut from the Medicaid program in 2005. Assistant Democratic Leader J.C. Kuessner of Eminence and Reps. Judy Baker, D-Columbia and Clint Zweifel, D-Florissant, were joined by Reps. Steve Hodges, D-East Prairie, and Terry Swinger, D-Caruthersville, in pushing the plan. Restoring the Medicaid cuts would cost $155.8 million in state tax money, Baker said. By spending the money, she added, Missouri will gain $265.3 million in federal funds to match the state's expenses, she added. In 2005, Gov. Matt Blunt, with support from the Republican-led legislature, cut Medicaid spending by setting the income eligibility at the lowest amount allowed by federal law. For a single parent with two children, the maximum income to be eligible for Medicaid is $292 a month. The result, Baker said, is that Missouri has lost nearly $1 billion in federal funds that could have paid for health care for the poor. "Missouri has become a donor state, donating its money to other states that are expanding coverage," she said. According to figures compiled by the Democrats, the number of Medicaid enrollees has dropped 15.4 percent in Scott County since 2005. For Cape Girardeau County, the figure is 13.6 percent. Along with restoring Medicaid, the Democrats called for the establishment of a Missouri Health Policy Authority, with members appointed by the governor to represent insurers, providers and consumers, to craft policies that will make insurance coverage affordable. The state has 31 agencies, boards and commissions with responsibility for some portion of the health care system, Baker said, and the authority would have the power to coordinate the work of those agencies and make recommendations for change. The authority would have an enforcement arm, Baker said, with an inspector general empowered to investigate allegations of Medicaid fraud and abuse with an emphasis on ferreting out corporate misdeeds. "Instead of creating more bureaucracy, Missouri must streamline what it already has to ensure we get the most out of every taxpayer dollar spent on health care," Baker said. The health care proposals are part of a new Democratic emphasis on developing policies and strategies for achieving goals through comprehensive work in between legislative sessions, Zweifel said. "You cannot make good policy just by walking in in January," he said. And with term limits, he added, it is important to engage lawmakers like Hodges, who is serving his first term, and Swinger, who is in his second term, in policy making as early as possible in their legislative careers, Zweifel said. Lawmakers are limited to eight years in each chamber of the Legislature. 292 per month is a person who is ON WELFARE. The CHILDREN still have MC+ coverage. The article is very misleading. The article also does not state that the income is from TAX dollars for someone who CAN work but chooses NOT to work but stay on the "system" until they are forced off. Working at MickyD's would pay much more and within two years (if you show UP FOR WORK) a "welfare mom" could become a manager and be making MORE MONEY than a STATE employee that HAS TO PAY FOR THEIR INSURANCE!!!

$155.8 million the first year, how much in following years? Where will this $ be raised?
Normally "Federal Matching Funds" match dollar for dollar, therefore where will the other $110 million in state funds be spent (and come from)?
$421 million for 180,000 people, thats $2339.44 each, thats nine and a half months salary, pretty sweet benefit for someone that only works 44.92 per MONTH (almost what I work in 4 days) .
How much will this Missouri Health Policy Authority cost? This is not included as part of the Medicaid spending, according to the article, so this has to be additional spending?

ok nobody knows anything i guess. first of all $292 a month for a family of 3 . hmm that means you cant even afford rent. hoousing assistance, food stamps, medicaid, utillity assistance. whats the cost every year. alot . but what about those families like me. I work my bottom off 6 days a week then pick up extra work on sunday. I have 4 kids I dont get any of that stuff. but im gonna tell you its hard. when i was making $6.50 an hour i had to choose between certian biils and food , but my kids never went hungry. medicaid would have helped but we didnt qualify. so now the hospital is suing me. but tell me just having the basics. no phone , no tv , no going out, thrift store clothes, walking with no car, are we supposed to get rid of what else to pay these hospital bill? and dont start about the computer im on my lunch at work, with my bosses permission. so I cant afford a doctor . dont have cash up front kids are sick so they have to go to E.R. to be seen . then the hospital sues you and guess what. cant get blood from turnip as my grandpa used to say. What I do know is its gotta be paid. when you et up payments the intrest is so darn high you never get anywhere. wo what? what do you do then? unless youve been there do be so fast to judge. just remember in over half the homes in america, it only takes missing a couple paychecks to make you homeless. i F THIS TOWN WANTS TO TAKE CARE OF ITS PEOPLE STOP SPENDING MONEY ON BULL. fOR EXAMPLE THEY ARE PUTTING IN A SIDE WALK ON INDEPENDENCE BY THE FIREPLACE AND POTTERY PLACE.
