Failure to register charge dropped

Charges were dropped last week against another of nine men initially wanted in December for failure to register as a sex offender. Michael Osborne, 36, who now resides in Texas, was convicted of rape of a person under the age of 18. Osborne told Missouri public defender Christopher Davis earlier this month that he had tried to register as required in April at the sheriff's department. At that time, he told an employee he was moving to Texas to live near family members, he said. Osborne registered with the proper Texas authorities as soon as he had a residence. Cape Girardeau County prosecutor Morley Swingle said Davis contacted him about Osborne's situation and based on the evidence, Swingle said he felt there was reason to drop the charge against him.
