Question about child discipline

To the editor:What is the legal way an adult is allowed to discipline a young child, say age 7 years to 10 years? Is it legal for an adult to whip a child of this age with a wood paddle? I would like to see comments on this subject from Division of Family Services officials as well as other citizens.
