Corn and soybean yields in Southeast Missouri may be down this fall; corn may be down as much as 30 percent, a result of the late planting because of wet weather and the hot, dry conditions in July and August. The Cape Girardeau City Council failed last night to unanimously endorse a plan to purchase the city's water system from Union Electric; the council already has approved a measure to place a $11.8 million bond issue on the November ballot to allow voters to decide whether the city should buy the water system; but at Monday's council meeting, Mayor Gene Rhodes and Councilman Richards said they didn't support the proposal.. ...
