When the Corps of Engineers decided to bomb a levee in Missouri, it became the corps' immediate responsibility to build it back to the way it was in April. Just like when we went to a toy store as kids, if we broke something it was our immediate priority to find a way to pay for it. If the corps builds a 51-foot levee, it may fail 60 percent of the upcoming years and need to be rebuilt again...
