CONSTRUCTION WORK BEGINS AT NEW CHARLESTON PRISON

CHARLESTON -- A bipartisan group of officials led by Gov. Mel Carnahan was on hand Friday for a ceremony to mark the start of construction of the Southeast Correctional Center.
