To the editor: Voters frustrated with the negative campaigning of the major parties and their avoidance of discussing major issues such as the national debt, trade imbalance, job loss to foreign countries, campaign finance reform, corporate welfare, tax reform and term limits can make their votes count in this election by voting for the third-party candidates.Not that any of these candidates has a chance of winning an office, but they are the only candidates since Pat Buchanan dropped out of the race who are addressing these issues and more.. ...

CHAFFEE -- The race for the Scott County Commission District 2 seat is down to two quite different men. Democrat Dewaine Shaffer defeated nine challengers, including sitting commissioner Wayne Petitt by a close 26 points, in the August primary election. He took 67 percent of Chaffee's votes, which is the residence of both November candidates...

Republican vice-presidential candidate Jack Kemp's tentative schedule has him at the Cape Girardeau County Courthouse in Jackson at 12:30 p.m. Friday, congressional candidate Jo Ann Emerson confirmed. The list of dignitaries expected at Friday's event include U.S. Sen. John Ashcroft, State Auditor and gubernatorial candidate Margaret Kelly, State Sen. Peter Kinder of Cape Girardeau and State Rep. Pat Naeger of Perry County...

The "Going Public" radio show will feature a pre-election wrapup Sunday in advance of Tuesday's election. "Going Public" is a weekly community affairs program that airs on KRCU, 90.9 FM. The locally produced half-hour program can be heard at 3 p.m. The show features interviews and discussion on issues that affect the KRCU broadcast region. Programs focus on Southeast Missouri's arts, history, community affairs, commerce, politics and more...

PERRYVILLE -- For a week, Perryville High School wasn't itself. Instead, it was Germany, Mexico and a variety of other countries most Perryville students wouldn't get to see on their own. Lisa Best, a Spanish teacher at PHS, joined with other foreign-language instructors to create the different atmosphere. Foreign Language Club members helped, posting signs in various languages on bathrooms, copy machines, tables and almost every other immobile object...

MORLEY -- Approximately 683 people call Morley home. There is one full-time, one part-time and one reserve police officer who share one patrol car. The newest fire truck in the Morley Volunteer Fire Department is a vintage 1966 model. Morley is not a big place. So when Morley aldermen decided to ask for some extra money to help maintain the city's fire and police equipment, they didn't ask for a big tax increase...

Paris, Malaysia, New Zealand, Japan, Hong Kong and Korea weren't exotic enough for the California singing group All-4-One, so they added Cape Girardeau to liven things up. The platinum-selling group, which boasts the third highest selling single in the rock era with "I Swear," journeys into the Show Me Center at 8 p.m. Saturday (tickets are still available) after returning to the United States from two sold-out shows in the Hong Kong Coliseum...

One of the most comforting thoughts for members of the American Association of Registered Voters is that the 1996 campaign is just about over. Talk about incentives to win. If Bob Dole loses on Nov. 5, he may have to return to Russell, Kan., and Bill Clinton may have to go back to Hope, Ark...

Discussions about developing a YMCA facility in Cape Girardeau so far seem lukewarm and beg the question: Why? Or, to put the question another way: What community needs aren't being met that a YMCA would fill? The focus so far of a task force looking into a YMCA appears to be on meeting the needs of the underprivileged. One suggestion was to offer daycare programs, even though this hasn't been a major part of YMCA programs elsewhere...

No one likes a rainy parade, least of all the hundreds of parade participants. There was no sunshine, however, at the Southeast Missouri State University homecoming parade last Saturday. Those in the parade and those who bravely watched from the sidewalks along Broadway were subjected to a steady downpour...

To the editor: I'm tired of the media telling me who is going to win the presidential election. I believe the only poll that really matters will be on Nov. 5 when the voters officially speak. Both candidates make promises about how they will address important issues like taxes, education, Medicare and Social Security. ...

Americans are turning a deaf ear to the 1996 election, say three Southeast Missouri State University political scientists. "The reality is that most people don't vote," said Michael Levy. Nationwide, he predicted, fewer than half of American voters will go to the polls Tuesday...

Voter registration procedures are fraud prone and could jeopardize the integrity of next week's election, U.S. Sen. John Ashcroft warned. But a spokesman for Secretary of State Bekki Cook said Wednesday the warning was politically motivated. Spokesman Jim Grebing said voter fraud is highly unlikely in Tuesday's election. He said the senator's comments are politically motivated, coming just days before an election in which Cook is in a heated contest with Republican John Hancock...
