ALTO PASS, Ill. -- Henry Floyd Klapper of Alto Pass died Wednesday, Oct. 25, 1995, at the Abbey in Carbondale. There will be no local visitation or services. The campaign season for the Area Wide United Way is in full swing, and nearly half of the $500,000 goal has been reached. There is about a month left in the official campaign, and United Way supporters are optimistic about reaching the goal. The 24 United Way agencies that receive support from generous donations are key components of a vibrant and active community. Twenty-four school board members will be elected in the Southern Illinois counties of Union, Pulaski and Alexander on Nov. 7, 21 for four-year terms and three to fill unexpired terms. The most candidates filed for office in the Dongola School District, where 10 people are running for three positions. Election officials said the field is the largest in the district in 20 years. JACKSON -- An agreement allowing Cape Girardeau County to house jail inmates at The Gibson Recovery Center is nearly final. Inmates could be moved to the center at 1112 Linden in Cape Girardeau as early as mid-November. Sheriff's Lt. Mike Morgan, who oversees the county jail, said a contract with Gibson would alleviate overcrowding at the jail in Jackson. Jail capacity is 65, and when the number of inmates reaches into the low 70s they must be housed elsewhere...

New elementary schools, innovative financing and improved public relations were top suggestions of Cape Girardeau public school principals and administrators at a meeting Thursday.
