A change in the way owners of nursing homes and apartments pay property tax will cost Cape Girardeau public schools $3 million in assessed valuation. That translates to more than $88,000 in income for the coming school year. Business manager Steve DelVecchio explained the change in law at Monday's public tax-rate hearing. A Charleston man was killed Friday morning and his wife injured in a tractor-trailer accident in central Utah. A spokeswoman for the Utah State Police said James Dalton Sims, 53, apparently fell asleep at the wheel of his rig and drifted off Highway 138 about 25 miles south of Fillmore. The accident happened about 5:55 a.m. She said Sims was pronounced dead at the scene...
