THE PUBLIC MIND: MEDICAL TECHNOLOGIST SAYS PROPOSED BILL A DISCERVICE
(Letter to the Editor ~ 04/27/92)
To Health Care Finance Administration, Department of Health and Human Services in Washington D.C.: As a Medical Technologist registered by the American Society of Clinical Pathologists and licensed by the state of Tennessee, I am very concerned about the final rules of Clinical Laboratory Improvement Amendment (CLIA 88). For Congress to deregulate personnel standards in the clinical laboratories across the country will be doing a disservice to the American people...

THE PUBLIC MIND: PARENT PRAISES ASSISTANCE FROM PARENTS AS TEACHERS
(Letter to the Editor ~ 04/27/92)
Dear Editor and Mr. Richard Bollwerk: I may not be many parents as you so stated in the article in the April 23 Southeast Missourian. But I am a parent who has four children, ages one to seven, that has been involved with Parents as Teachers since 1985. I'm sure I am speaking for many more when I say that we do not measure love by the amount of dollars the way some administrators only gather their statistics. We defend Parents as Teachers more than your statistics will ever show...

KASTEN'S CARING COUNCIL GIVES LESSON IN REFORM
(Editorial ~ 04/27/92)
When welfare is the topic of conversation, there rarely are differences of opinion regarding the need for drastic reform. The burgeoning welfare bureaucracy too often promulgates a class of recipients dependent on handouts but unable to rise above their economic squalor. Too often that fate becomes a legacy, handed down from generation to successive generation...

ARMED CITIZENS DETER CRIME; WITH 35 STATES ALREADY POSSESSING CONCEALED WEAPONS LAWS WIMILAR TO LEGISLATION PENDING IN MISSOURI, THE EVIDENCE CONCLUSIVELY SUPPORTS PASSAGE OF THE BILL
(Editorial ~ 04/27/92)
As an attorney, it is important to know the notion of "burden of proof". Burden of proof is a two-fold concept. It includes the duty to come forward with evidence, and the duty to establish the truth of your position by a preponderance of the evidence. With 35 states already possessing concealed weapons laws similar to that pending in Missouri, the evidence conclusively supports passage of the bill...

CONCEALED WEAPONS DEBATE IS LOSER FROM THE BEGINNING
(Editorial ~ 04/27/92)
In a time of grave economic crisis within the school systems of this state and in a time when social issues threaten to reopen old wounds, it is ironic that the hottest topic of discussion in Jefferson City centers on a concealed weapons amendment to a new crime bill. That makes this amendment doubly dangerous. Not only is this measure unwise, it also takes valuable time away from discussion of the real issues that face this state and countless others...

THE PUBLIC IS FRUSTRATED; BUT PUTTING MORE GUNS ON THE STREETS IS NO ANSWER

Each year guns are involved in approximately 10,000 murders, 15,000 suicides and 2,000 accidental deaths. A substantial number of these deaths involved handguns. It is hard to see how putting more guns on the street can reduce the number of violent deaths recorded each year...

CURRENT BILL DESERVES CLOSER SCRUTINY
(Editorial ~ 04/27/92)
The Missouri Crime Control Package passed by the House and currently being debated in the Missouri Senate has one provision concerning concealed weapons that is receiving much more publicity than the rest of the bills in deliberation right now. This provision concerns the carrying of concealed weapons by citizens who have a legitimate reason for wanting to be armed. It also provides for the sheriffs of this state to administer this particular aspect of the proposed statute...
