This will be signed into law and the vast majority of citizens will not care.

It already was signed into law on December 31st 2011.
Rather old news now, and if I recall the bigger compliant at the time was Obamas signing statement attached objecting to the detention of US citizens by the military and stating that his administration would not defend that provision of the law(of course since he signed he can always flip-flop on that and any future president can choose to enforce it so it is a fairly meaningless objection).
