SCHOOL COUNSELING BILL PASSES HOUSE (SWAN)
HB 1611 was Third Read and Passed in the House by a vote of 106/42. The bill provides an incentive for schools to establish a comprehensive academic and career counseling program for students. The program is to be developed in cooperation with parents and the local community to meet the needs of students. Districts may use the Missouri Comprehensive Guidance and Counseling Program as a resource for the development of their programs. The Department of Elementary and Secondary Education will develop a process to recognize school districts for their efforts. The number of school counselors varies greatly in our state – some districts have a ratio of one counselor per 17 students, while others may only have one counselor for over 700 students.
Making career choices, determining appropriate coursework, and exploring various options for postsecondary education and training can be complicated and cumbersome. Students and parents can benefit significantly by working with school counselors to map a plan of action, a plan that is flexible and adapts to student interests and needs.
Several amendments were added to the bill during the perfection process on the House floor pertaining to School Days and Hours, Magnet Schools, Bullying, Dyslexia, Youth Suicide Awareness and Prevention, and School Instruction in Braille.
The bill has been reported to the Senate.

HCR 57 – Convention of the States
The resolution applies to Congress for the calling of a convention to propose certain amendments to the US Constitution to place limits on the federal government.
TRULY AGREED & FINALLY PASSED
HB 2203 – Investment of Campaign Funds
Requires funds to be liquid and readily-available for limited purposes allowed by law. Specifies how moneys are to be handled upon dissolution of a committee.
SB 586 – School Funding
Removes the 5% calculation cap on the growth of current operating expenditures and sets the state adequacy target figure at fiscal year calculation of 2017 & 2018.
SB 875 – Biological Products
Allows a pharmacist to select a less expensive interchangeable biological product with the prescriber’s approval.
DELIVERED TO THE GOVERNOR
All fourteen appropriations bills were Truly Agreed To and Finally Passed, signed by the Speaker of the House and President Pro Tem of the Senate, and delivered to Governor. Highlights of the $27.26 billion fiscal year budget for 2017-18 approved by the General Assembly:

$70.3 million increase - K-12 School Foundation Formula

$5 million increase - K-12 transportation

$537,000 additional funding - Parents as Teachers Program in struggling school districts

$37.2 million increase in performance funding for Missouri colleges and universities, includes approximately $17.8 million in new funding for the University of Missouri System

$3.8 million cut to the MU system’s administration

$750,000 funding for a commission to review the MU system’s administrative structure, campus structure, auxiliary enterprises structure, degree programs, research activities, and diversity programs
-
$3 million - dental school in southwest Missouri - University of Missouri-KC and Missouri Southern

$4 million increase - Access Missouri need-based scholarship program

$2.5 million increase - A+ Scholarship program

$500,000 increase - Bright Flight scholarship program

$2.5 million - 2015 Dairy Revitalization Act

$4.55 million increase – Missouri Technology Corporation business startups

$1 million - five new trade offices for promoting international trade and Missouri agriculture

$20 million - revive the state cost-share program to fund transportation projects

3% rate increase - Medicaid providers

$4.3 million - Alternatives to Abortion program

2% pay increase for state employees

$500,000 - pilot project utilizing technology for monitoring of offenders on probation and parole

$600,000 – 10 additional troopers - Missouri State Highway Patrol

$4.1 million - improve technology for local sheriff departments
