Of the 18 bills vetoed by the Governor from the 2015 Regular Session, 10 were "Passed over Veto" with a required 2/3 vote in both houses of the General Assembly. A brief description of each bill with the vote count is noted below:
HB150 -- UNEMPLOYMENT BENEFITS
Modified the duration of unemployment compensation, the method to pay federal advances, and raises the fund trigger causing contribution rate reductions -- reduces the maximum unemployment benefits from 20 weeks to 13 weeks, reduces benefits with an offset for severance pay received by the employee, and ties benefits to state unemployment rate. House: Passed over veto on 5.12.15 with 109 Ayes/53 Noes - Senate: 24 Ayes/8 Noes
HB618 -- DISPOSITION OF HUMAN REMAINS
Changes the laws regarding the disposition of human remains, dis-interments, cemeteries, death certificate processes, and electronic vital records. House: 123 Ayes/35 Noes - Senate: 26 Ayes/6 Noes
HB722 -- PAPER OR PLASTIC BAGS/MINIMUM WAGE LAW
Changes the laws regarding prohibited ordinances by political subdivisions that impose a ban, fee or tax on paper or plastic bags. In addition, it prohibits a political subdivision from establishing a minimum wage rate or employee benefits that exceed federal or state requirements. House: 114 Ayes/46 Noes - Senate: 23 Ayes/9 Noes
HB878 -- CORPORATE SECURITY ADVISORS
Specifies that the Department of Public Safety must have the authority to commission corporate security advisors and establish procedures to do so. House: 115 Ayes/40 Noes -- Senate: 26 Ayes/6 Noes
HB 1022 -- RETURN OF INSURANCE PREMIUMS
Authorizes a return of premiums paid by insured if insured makes no reportable claim. House: 122 Ayes/38 Noes -- Senate: 29 Ayes/3 Noes
HB 1098 -- OUT-OF-STATE TRUST COMPANIES
Changes the laws by lowering the capital requirements for out-of-state trust companies (interstate reciprocity). House: 118 ayes/42 Noes -- Senate: 26 ayes/6 Noes
SB20 -- COMMERCIAL LAUNDRIES
Creates a sales and use tax exemption for materials and utilities used by commercial laundries. House: 110 Ayes/46 Noes -- Senate: 28 Ayes/4 Noes
SB142 -- DNR
Requires DNR to take certain actions when submitting certain plans with the EPA. House: 114 ayes/39 Noes -- Senate: 24 Ayes/8 Noes
SB224 -- A+ SCHOOLS PROGRAM
Requires US citizenship or permanent resident status to be eligible for reimbursements from A+ Schools Program. House: 114 Ayes/37 Noes -- Senate: 24 Ayes/8 Noes
SB345 --CONSUMER LOAN FEES
Increases consumer loan fees. House: 114 Ayes/37 Noes -- Senate: 26 Ayes/6 Noes
