It doesn's say that it is a 4 way stop. It says vehicles traveling north and south have a stop sign, but those traveling east and west apparently do not.

I wondered the same thing? The writer indicates it is a 4-way, and the bus stopped. But whether or not the SUV did is unclear. It sounds like the driver of the SUV didn't stop, but the writer didn't want to place blame? Maybe the police report wasn't recorded? It is unclear.

I know what the writer meant, but isn't it funny to describe which side of the bus the SUV hit by using the phrase, "passenger side"? Which side of the bus doesn't have passengers? Both sides of the bus have passengers, right? So which side did the SUV hit? Then I realized the writer meant the side of the bus that a front seat passenger would be on if the bus were a car/truck ;-) Much easier to say it the way the writer did!
