Cape Girardeau and Southeast Missouri soon might have to pay for dirty air in St. Louis. In January, St. Louis learned that it had failed to meet standards for various pollutants in the 1990 Clean Air Act. Now, a Nov. 15 deadline looms to submit a plan to reduce emissions in St. Louis by 15 percent. And if the state fails to produce an acceptable plan to meet the clean air guidelines, federal sanctions kick in...

We hope a survey that indicates Missouri college students spend on average only about an hour a day studying is off base; if it isn't, it points to a problem that demands the immediate attention of educators and students themselves...
